Representative Mustio recently testified before the Pennsylvania House Judiciary Committee regarding the immediate need to enact his legislation requiring immediate HIV testing for sexual offenders. If Pennsylvania fails to enact House Bill 265 by the end of the 2009-10 legislative session, the Commonwealth will forfeit millions of dollars in guaranteed federal funding benefitting victims of rape and domestic abuse. Mustio's legislation (House Bill 1773) would terminate the professional license of any employer for knowingly hiring illegal aliens. As one of the original co-sponsors to the "EnergizePA" plan (House Bill 1050) to expand natural gas drilling across 390,000 additional acres of state forest land, Representative Mustio made a legislative visit to Atlas Energy Resources, LLC's Marcellus shale wells. Proposed and enacted in response to Gov. Ed Rendell's original proposal to tax Marcellus natural gas extraction, EnergizePA has exceeded expectations resulting in bids totaling $128 million. The plan is expected to generate at least $60 million in revenue for 2010 and an additional $180 million in 2011-virtually negating the need for new or increased taxes. House Republican Whip Mike Turzai (R-Allegheny) has appointed Representative Mustio to serve as a House Republican deputy whip for the 2009-10 legislative session. As a deputy whip, I am called upon to handle a variety of House floor responsibilities, including helping to monitor floor attendance, assisting in obtaining accurate vote counts and communicating caucus positions prior to House floor debates. Expanding his ongoing efforts to reduce the overall size and operating budget for our nation's second largest and second most expensive state legislature, Representative Mustio participated in a state Capitol news conference to call for a 20 percent funding reduction in PA General Assembly operating expenditures. Representative Mustio and newly elected House Republican Whip Mike Turzai (R-Bradford Woods) recently introduced House Bill 2070 to eliminate the Port Authority's state-mandated, mass transit monopoly. If enacted, Energize PA would directly result in the creation of 7,300 new private-sector jobs during the next decade. This is a stark contrast to the potential effects of a new natural gas severance tax proposed by Governor Ed Rendell in February, which experts predict could cost Pennsylvania approximately 53,000 jobs during the next five years. During a recent Capitol Rotunda press conference, Representative Mustio read several emotional letters he received from District 44 senior citizens who are in danger of being forced out of their homes to provide his primary evidence for demanding that House Democrat leadership return the Older Pennsylvanian Property Tax Elimination Act (House Bill 1600) and several other property tax reform measures to the voting calendar. Teachers, families, students and other representatives from the Bridge Educational Foundation charter school system said thanks to both Representative Mustio and Senator Pippy for their efforts and support in obtaining $15,000 in Education Assistant Tax Credit (EITC) scholarships during a special ceremony held at Our Lady of the Sacred Heart School in Coraopolis. To help make Pennsylvania citizens fully aware of the personal liberties lost, tax dollars wasted and lives destroyed due to the federal government's overwhelming failure to secure our borders against illegal aliens, Representative Mustio recently joined with several other state lawmakers to release the Invasion PA: National Security Begins at Home Keystone State Report. More than 300 local seniors and their families attended Representative Mustio's 2007 Senior Expo. Representative Mustio visits Chapman Properties developer Steve Thomas onsite at the future location of the 300-acre Chapman Commerce Center. During his past five years in office, Mustio has worked together with both state and local government officials as well as the business community to bring home more than $17.5 million in state funding for several critical job creation and infrastructure improvement projects. Representative Mustio continued his work with the Kilbuck Landslide Investigative Task Force by participating in a site visit on July 25. Located at the site of the former Dixmont State Hospital, the failed construction project that led to formation of this legislative task force received both local and state approvals despite strong opposition raised about the dangers of a landslide if the Wal-Mart were built there. Representative Mustio assisted Bon Avon Heights officials to end the 29-year wait to obtain this new stop sign at the high traffic intersection atop Perrysville Avenue. Representative Mustio raised several critical questions for immediate exploration during the second meeting of the Joint State Government Commission Task Force to investigate the circumstances surrounding the landslide which occurred last year at the Wal-Mart construction site in Kilbuck Township, Allegheny County.
